Suntront, Henan’s first enterprise certified for “Combined Two Inspections”

The Henan provincial pilot reform of "Combined Two Inspections" — combining factory verification and initial mandatory verification for civilian water & gas meters — was officially rolled out in Zhengzhou.

As announced by the Administration for Market Regulation on August 18, two local meter manufacturers have obtained provincial special metrology authorization, being Henan’s first certified enterprises. Zhengzhou is the sole city in Henan carrying out this pilot. Suntront Technology Co., Ltd. is Henan’s first enterprise granted this special metrology authorization.

Traditionally, civilian water/gas meters require both factory verification and pre-installation initial mandatory verification, causing lengthy processes and high costs. The "Combined Two Inspections" allows authorized manufacturers to finish all verifications prior to shipment. Approved products may go straight to installation with no re-inspection, shortening lead time and reducing costs. To mitigate risks, Henan market regulator applies five authorization requirements under the principle of strict, merit-based authorization. Enterprises need to pass municipal preliminary checks and on-site expert audits to get certified.

As Henan’s first certified enterprise, Suntront took the lead in undergoing the first practical inspection under the reform. Recently, the Zhengzhou Administration for Market Regulation entrusted Zhengzhou Product Quality Inspection and Testing Center to conduct the first batch of supervisory sampling tests on “Combined Two Inspections” water meters ready for installation. All sampled products were from Suntront. A total of 64 units, 32 units from each of two batches, passed verification with a 100% pass rate. The verification certificates have been uploaded to the Henan Smart Metrology Supervision Platform to realize full-process traceability.
